國務院關于推進普惠金融高質量發展的實施意見

各省、自治區、直轄市人民政(zheng)府,國(guo)務院(yuan)各部(bu)委、各直屬機構:

近年來,各地區、各部(bu)門認(ren)真貫徹落實(shi)黨中(zhong)央、國(guo)務(wu)(wu)院(yuan)決策部(bu)署,推動我國(guo)普(pu)惠(hui)(hui)(hui)金融(rong)發(fa)展取(qu)得(de)長(chang)足進步,金融(rong)服務(wu)(wu)覆蓋率、可得(de)性、滿意(yi)(yi)度明顯提高(gao),基(ji)本實(shi)現(xian)(xian)鄉鄉有(you)機構、村村有(you)服務(wu)(wu)、家家有(you)賬戶,移(yi)動支(zhi)付、數(shu)字信貸等業務(wu)(wu)迅速發(fa)展,小微(wei)企業、“三農(nong)”等領域金融(rong)服務(wu)(wu)水平不斷提升。新形勢下,普(pu)惠(hui)(hui)(hui)金融(rong)發(fa)展仍面臨諸多問題和(he)挑戰(zhan),與全面建設社會主義(yi)現(xian)(xian)代化國(guo)家的(de)目標要求還存在較大差距。為構建高(gao)水平普(pu)惠(hui)(hui)(hui)金融(rong)體(ti)系,進一步推進普(pu)惠(hui)(hui)(hui)金融(rong)高(gao)質量發(fa)展,現(xian)(xian)提出如下意(yi)(yi)見。

一、總體(ti)要求

(一(yi))指導思(si)想

以習近(jin)平新時代(dai)中(zhong)國(guo)特色社會主義思想為指導,深入貫徹黨的二十大精神(shen),認真(zhen)落(luo)實黨中(zhong)央、國(guo)務院決策部署,牢牢把握金(jin)融工作的政治性(xing)和(he)人(ren)民(min)性(xing),完整(zheng)、準確、全面貫徹新發展(zhan)理念,深化金(jin)融供給側結構性(xing)改革,推進(jin)普(pu)惠金(jin)融高(gao)質量發展(zhan),提升服務實體經濟能力,防范(fan)化解各(ge)類金(jin)融風險(xian),促進(jin)全體人(ren)民(min)共同(tong)富(fu)裕。

(二)基本原則

——堅(jian)(jian)持黨(dang)(dang)的領導。堅(jian)(jian)持加(jia)強黨(dang)(dang)的全面領導和黨(dang)(dang)中央集中統(tong)一(yi)領導,充(chong)分發(fa)揮中國特色社會主義制(zhi)度優勢(shi),進一(yi)步發(fa)揮各級黨(dang)(dang)組織的作用,為普惠金(jin)融高質量發(fa)展(zhan)提供(gong)堅(jian)(jian)強的政治(zhi)保(bao)證和組織保(bao)障。

——堅(jian)持人(ren)(ren)民至上。牢固樹(shu)立以人(ren)(ren)民為中心的發(fa)展(zhan)思想(xiang),堅(jian)持普(pu)惠(hui)金融發(fa)展(zhan)為了人(ren)(ren)民、依靠(kao)人(ren)(ren)民、成果由(you)人(ren)(ren)民共享。始終把人(ren)(ren)民對美(mei)好生活的向往(wang)作(zuo)為普(pu)惠(hui)金融發(fa)展(zhan)的方向,自覺擔當(dang)惠(hui)民利民的責任和使(shi)命,切(qie)實增(zeng)強人(ren)(ren)民群眾金融服務獲得感(gan)。

——堅持(chi)政策引(yin)(yin)領(ling)。進一步明確各級政府責(ze)任,加(jia)強規劃引(yin)(yin)導,加(jia)大政策、資(zi)源傾斜力度(du)。堅持(chi)依法行(xing)政,優化(hua)營商環境,維(wei)護市場秩(zhi)序。完善基礎設施、制度(du)規則和基層治(zhi)理,推進普(pu)惠金融治(zhi)理能力現代化(hua)。

——堅(jian)(jian)持(chi)改(gai)革(ge)創新。堅(jian)(jian)持(chi)市場化(hua)、法(fa)治化(hua)原則,遵(zun)循金融規律,積極穩妥(tuo)探索(suo)成本可負擔(dan)、商業可持(chi)續(xu)的普惠金融發展模式。持(chi)續(xu)深化(hua)改(gai)革(ge),破除機制(zhi)障礙,強(qiang)化(hua)科技賦能(neng)。加強(qiang)國(guo)際交流(liu)合作,以高水(shui)平開放推動(dong)高質量發展。

——堅(jian)持安(an)全(quan)發展。堅(jian)持底線思維,統(tong)籌(chou)發展和安(an)全(quan),加強和完(wan)善(shan)現代金(jin)融(rong)(rong)(rong)(rong)監管(guan)。堅(jian)決(jue)打擊(ji)非法金(jin)融(rong)(rong)(rong)(rong)活動,著(zhu)力防(fang)范(fan)化(hua)解中(zhong)小(xiao)金(jin)融(rong)(rong)(rong)(rong)機構風險,強化(hua)金(jin)融(rong)(rong)(rong)(rong)穩定(ding)保(bao)(bao)障體系,守(shou)住不發生系統(tong)性金(jin)融(rong)(rong)(rong)(rong)風險底線。倡(chang)導負責任金(jin)融(rong)(rong)(rong)(rong)理念,切實(shi)保(bao)(bao)護金(jin)融(rong)(rong)(rong)(rong)消費者合法權益。

(三)主要目(mu)標

未來(lai)五(wu)年,高(gao)質量(liang)的(de)普惠金(jin)融(rong)(rong)體系基(ji)(ji)本建成。重點領域(yu)金(jin)融(rong)(rong)服(fu)務(wu)可得性實現新(xin)提升,普惠金(jin)融(rong)(rong)供(gong)給側結(jie)構性改革邁(mai)出新(xin)步(bu)伐,金(jin)融(rong)(rong)基(ji)(ji)礎設施(shi)和發展環境(jing)得到新(xin)改善,防范化解金(jin)融(rong)(rong)風險取得新(xin)成效(xiao),普惠金(jin)融(rong)(rong)促進(jin)共(gong)同富裕邁(mai)上新(xin)臺階(jie)。

——基礎金融(rong)服(fu)(fu)務(wu)更加普及。銀(yin)行業持續鞏(gong)固鄉(xiang)鄉(xiang)有機構、村村有服(fu)(fu)務(wu),保(bao)險服(fu)(fu)務(wu)基本(ben)實現鄉(xiang)鎮全覆蓋。基礎金融(rong)服(fu)(fu)務(wu)的效率和保(bao)障能力顯著提升,數字(zi)化(hua)服(fu)(fu)務(wu)水(shui)平明顯提高。

——經營(ying)主(zhu)體融(rong)資更(geng)加便(bian)利(li)。小微(wei)企(qi)業(ye)、個(ge)體工(gong)商戶、農戶及新(xin)型農業(ye)經營(ying)主(zhu)體等融(rong)資可得性持續提高,信(xin)貸(dai)產品體系更(geng)加豐富,授信(xin)戶數大(da)幅(fu)增長,敢貸(dai)、愿貸(dai)、能貸(dai)、會貸(dai)的長效機制基本(ben)構建。小微(wei)企(qi)業(ye)直接融(rong)資占(zhan)比明顯提高,金融(rong)支(zhi)持小微(wei)企(qi)業(ye)科技(ji)創(chuang)新(xin)力(li)(li)度進一步加大(da)。金融(rong)服務現代化產業(ye)體系能力(li)(li)不斷增強。

——金(jin)融(rong)支持(chi)鄉(xiang)村振興(xing)更(geng)加有力。農(nong)村金(jin)融(rong)服(fu)務體系(xi)更(geng)加健全(quan)。金(jin)融(rong)支持(chi)農(nong)村基(ji)礎設施(shi)和公共服(fu)務的力度持(chi)續加大。農(nong)業轉(zhuan)移人(ren)口(kou)等新(xin)市民金(jin)融(rong)服(fu)務不斷深化。三大糧食作物農(nong)業保(bao)險覆蓋(gai)率和保(bao)障水平進一步提升(sheng)。新(xin)型農(nong)業經營主體基(ji)本(ben)實現信用建(jian)檔(dang)評級全(quan)覆蓋(gai)。脫貧人(ren)口(kou)小額信貸對符(fu)合條件的脫貧戶應貸盡貸,助力鞏固拓(tuo)展(zhan)脫貧攻(gong)堅成(cheng)果同鄉(xiang)村振興(xing)有效銜接。

——金(jin)(jin)融(rong)消費(fei)者教育和保護機制更加健(jian)全。金(jin)(jin)融(rong)知識(shi)普(pu)及(ji)程度顯著提高,人(ren)民(min)群眾(zhong)和經營主體選擇適(shi)配金(jin)(jin)融(rong)產品(pin)的能力和風(feng)險責任意識(shi)明(ming)顯增強。數字普(pu)惠金(jin)(jin)融(rong)產品(pin)的易用(yong)性、安全性、適(shi)老性持續(xu)提升,“數字鴻溝”問題(ti)進一(yi)步緩解。金(jin)(jin)融(rong)消費(fei)者權益保護體系更加完善,侵(qin)害(hai)金(jin)(jin)融(rong)消費(fei)者權益行為(wei)得(de)到及(ji)時(shi)查處。

——金(jin)融風(feng)(feng)險(xian)防(fang)控更加有(you)效。中小金(jin)融機構(gou)(gou)等重(zhong)點機構(gou)(gou)和(he)重(zhong)點領域風(feng)(feng)險(xian)防(fang)控能力(li)持續提升,風(feng)(feng)險(xian)監測預(yu)警和(he)化解處(chu)置機制(zhi)不斷完善(shan)。數字平(ping)臺(tai)風(feng)(feng)險(xian)得(de)到有(you)效識別(bie)和(he)防(fang)控。非法金(jin)融活(huo)動得(de)到有(you)力(li)遏制(zhi)。金(jin)融穩(wen)定保障機制(zhi)進一步(bu)完善(shan)。

——普惠(hui)(hui)金融(rong)配套機制(zhi)更(geng)加完(wan)善。普惠(hui)(hui)金融(rong)基(ji)礎平(ping)臺的包容性和透(tou)明度不(bu)斷提升,重點領域信用(yong)信息共(gong)享平(ping)臺基(ji)本建成(cheng)。配套法(fa)律制(zhi)度體(ti)系(xi)進一(yi)步完(wan)善,誠信履約的信用(yong)環境基(ji)本形成(cheng),風險(xian)分(fen)擔(dan)補償機制(zhi)逐步優化。普惠(hui)(hui)金融(rong)高質(zhi)量發展(zhan)評價指標體(ti)系(xi)基(ji)本健全。

二、優(you)化(hua)普惠金融重點領域產品服(fu)務

(四)支(zhi)持小(xiao)微(wei)(wei)(wei)經營(ying)主體可持續(xu)發展(zhan)(zhan)(zhan)。鼓(gu)勵金(jin)(jin)融(rong)(rong)機構開(kai)發符合小(xiao)微(wei)(wei)(wei)企(qi)業(ye)(ye)、個體工商戶生產經營(ying)特點和(he)發展(zhan)(zhan)(zhan)需求的(de)(de)產品和(he)服(fu)務(wu)(wu),加大(da)(da)首貸、續(xu)貸、信(xin)用貸、中長期(qi)貸款(kuan)投放。建立(li)完(wan)善金(jin)(jin)融(rong)(rong)服(fu)務(wu)(wu)小(xiao)微(wei)(wei)(wei)企(qi)業(ye)(ye)科(ke)技(ji)創新的(de)(de)專業(ye)(ye)化(hua)(hua)機制(zhi),加大(da)(da)對專精特新、戰略性(xing)新興產業(ye)(ye)小(xiao)微(wei)(wei)(wei)企(qi)業(ye)(ye)的(de)(de)支(zhi)持力度。優(you)化(hua)(hua)制(zhi)造業(ye)(ye)小(xiao)微(wei)(wei)(wei)企(qi)業(ye)(ye)金(jin)(jin)融(rong)(rong)服(fu)務(wu)(wu),加強對設備更新和(he)技(ji)術改造的(de)(de)資(zi)金(jin)(jin)支(zhi)持。強化(hua)(hua)對流通領域小(xiao)微(wei)(wei)(wei)企(qi)業(ye)(ye)的(de)(de)金(jin)(jin)融(rong)(rong)支(zhi)持。規范發展(zhan)(zhan)(zhan)小(xiao)微(wei)(wei)(wei)企(qi)業(ye)(ye)供應(ying)鏈票據、應(ying)收賬款(kuan)、存貨、倉單和(he)訂(ding)單融(rong)(rong)資(zi)等業(ye)(ye)務(wu)(wu)。拓展(zhan)(zhan)(zhan)小(xiao)微(wei)(wei)(wei)企(qi)業(ye)(ye)知識產權質押融(rong)(rong)資(zi)服(fu)務(wu)(wu)。鼓(gu)勵開(kai)展(zhan)(zhan)(zhan)貿(mao)易融(rong)(rong)資(zi)、出口信(xin)用保險業(ye)(ye)務(wu)(wu),加大(da)(da)對小(xiao)微(wei)(wei)(wei)外貿(mao)企(qi)業(ye)(ye)的(de)(de)支(zhi)持力度。

(五)助力鄉(xiang)村(cun)振(zhen)(zhen)興國(guo)家戰略有(you)效實施(shi)。健全農(nong)(nong)村(cun)金融(rong)服(fu)務(wu)體(ti)(ti)系(xi)。做好過渡期內脫貧人(ren)口小額(e)信貸(dai)工作(zuo),加(jia)(jia)大對(dui)國(guo)家鄉(xiang)村(cun)振(zhen)(zhen)興重點幫扶縣(xian)的(de)(de)信貸(dai)投放和保(bao)(bao)險保(bao)(bao)障(zhang)力度,助力增強(qiang)脫貧地區(qu)和脫貧群(qun)眾內生發展(zhan)動(dong)力。加(jia)(jia)強(qiang)對(dui)鄉(xiang)村(cun)產(chan)業(ye)(ye)發展(zhan)、文化(hua)繁榮、生態保(bao)(bao)護(hu)、城鄉(xiang)融(rong)合等領域的(de)(de)金融(rong)支持。提高對(dui)農(nong)(nong)戶(hu)、返(fan)鄉(xiang)入鄉(xiang)群(qun)體(ti)(ti)、新(xin)型(xing)農(nong)(nong)業(ye)(ye)經(jing)營(ying)主(zhu)體(ti)(ti)的(de)(de)金融(rong)服(fu)務(wu)水平,有(you)效滿足農(nong)(nong)業(ye)(ye)轉移人(ren)口等新(xin)市民(min)的(de)(de)金融(rong)需(xu)求,持續(xu)增加(jia)(jia)首貸(dai)戶(hu)。加(jia)(jia)大對(dui)糧食生產(chan)各(ge)個(ge)環節、各(ge)類主(zhu)體(ti)(ti)的(de)(de)金融(rong)保(bao)(bao)障(zhang)力度。強(qiang)化(hua)對(dui)農(nong)(nong)業(ye)(ye)農(nong)(nong)村(cun)基礎設(she)施(shi)建設(she)的(de)(de)中長期信貸(dai)支持。拓(tuo)寬涉(she)農(nong)(nong)主(zhu)體(ti)(ti)融(rong)資渠道,穩妥推廣農(nong)(nong)村(cun)承包土地經(jing)營(ying)權、集體(ti)(ti)經(jing)營(ying)性建設(she)用(yong)地使用(yong)權和林權抵(di)押貸(dai)款(kuan)。積極探(tan)索開展(zhan)禽畜活體(ti)(ti)、養(yang)殖圈舍、農(nong)(nong)機(ji)具、大棚(peng)設(she)施(shi)等涉(she)農(nong)(nong)資產(chan)抵(di)押貸(dai)款(kuan)。發展(zhan)農(nong)(nong)業(ye)(ye)供應鏈金融(rong),重點支持縣(xian)域優勢特(te)色產(chan)業(ye)(ye)。

(六)提升民生(sheng)領域(yu)金(jin)(jin)(jin)融(rong)服(fu)(fu)(fu)務質量。改革(ge)完善社會領域(yu)投融(rong)資體(ti)制(zhi),加快(kuai)推(tui)進社會事(shi)業(ye)(ye)補(bu)短板。落(luo)實好創(chuang)(chuang)業(ye)(ye)擔保貸(dai)款(kuan)政策,提升貸(dai)款(kuan)便利度。推(tui)動婦女創(chuang)(chuang)業(ye)(ye)貸(dai)款(kuan)擴(kuo)面增量。支持金(jin)(jin)(jin)融(rong)機構在(zai)依法(fa)合規、風險(xian)可控前提下,豐富大學(xue)生(sheng)助學(xue)、創(chuang)(chuang)業(ye)(ye)等(deng)金(jin)(jin)(jin)融(rong)產(chan)(chan)(chan)品(pin)。完善適老(lao)、友好的(de)金(jin)(jin)(jin)融(rong)產(chan)(chan)(chan)品(pin)和服(fu)(fu)(fu)務,加強對養(yang)老(lao)服(fu)(fu)(fu)務、醫(yi)療(liao)衛生(sheng)服(fu)(fu)(fu)務產(chan)(chan)(chan)業(ye)(ye)和項目的(de)金(jin)(jin)(jin)融(rong)支持。支持具(ju)有養(yang)老(lao)屬(shu)性的(de)儲蓄、理財、保險(xian)、基金(jin)(jin)(jin)等(deng)產(chan)(chan)(chan)品(pin)發(fa)展。鼓勵信托(tuo)公司開發(fa)養(yang)老(lao)領域(yu)信托(tuo)產(chan)(chan)(chan)品(pin)。注(zhu)重(zhong)加強對老(lao)年人(ren)、殘(can)疾人(ren)群體(ti)的(de)人(ren)工服(fu)(fu)(fu)務、遠程服(fu)(fu)(fu)務、上門服(fu)(fu)(fu)務,完善無障礙服(fu)(fu)(fu)務設施(shi),提高特殊群體(ti)享(xiang)受金(jin)(jin)(jin)融(rong)服(fu)(fu)(fu)務的(de)便利性。積(ji)極圍繞適老(lao)化(hua)、無障礙金(jin)(jin)(jin)融(rong)服(fu)(fu)(fu)務以及(ji)生(sheng)僻字處理等(deng)制(zhi)定實施(shi)金(jin)(jin)(jin)融(rong)標準。

(七)發(fa)(fa)揮普惠(hui)金融支(zhi)(zhi)持(chi)(chi)(chi)綠(lv)(lv)(lv)色(se)低(di)碳(tan)發(fa)(fa)展(zhan)作用(yong)。在普惠(hui)金融重(zhong)點(dian)領域服(fu)務中融入綠(lv)(lv)(lv)色(se)低(di)碳(tan)發(fa)(fa)展(zhan)目(mu)標。引(yin)導金融機構為小微企(qi)(qi)業(ye)、農(nong)(nong)業(ye)企(qi)(qi)業(ye)、農(nong)(nong)戶(hu)技術(shu)升級改造(zao)(zao)和(he)(he)(he)污(wu)染治理(li)等生(sheng)(sheng)產(chan)經營(ying)(ying)方式(shi)的綠(lv)(lv)(lv)色(se)轉型(xing)(xing)提供支(zhi)(zhi)持(chi)(chi)(chi)。探索開發(fa)(fa)符(fu)合(he)小微企(qi)(qi)業(ye)經營(ying)(ying)特(te)點(dian)的綠(lv)(lv)(lv)色(se)金融產(chan)品(pin),促進綠(lv)(lv)(lv)色(se)生(sheng)(sheng)態農(nong)(nong)業(ye)發(fa)(fa)展(zhan)、農(nong)(nong)業(ye)資(zi)源(yuan)綜合(he)開發(fa)(fa)和(he)(he)(he)農(nong)(nong)村生(sheng)(sheng)態環境(jing)治理(li)。支(zhi)(zhi)持(chi)(chi)(chi)農(nong)(nong)業(ye)散煤治理(li)等綠(lv)(lv)(lv)色(se)生(sheng)(sheng)產(chan),支(zhi)(zhi)持(chi)(chi)(chi)低(di)碳(tan)農(nong)(nong)房建(jian)設及改造(zao)(zao)、清(qing)潔炊(chui)具(ju)和(he)(he)(he)衛浴、新能源(yuan)交通工(gong)具(ju)、清(qing)潔取暖(nuan)改造(zao)(zao)等農(nong)(nong)村綠(lv)(lv)(lv)色(se)消費(fei),支(zhi)(zhi)持(chi)(chi)(chi)綠(lv)(lv)(lv)色(se)智能家(jia)電下鄉和(he)(he)(he)以舊(jiu)換新,推動城(cheng)鄉居民生(sheng)(sheng)活方式(shi)綠(lv)(lv)(lv)色(se)轉型(xing)(xing)。豐(feng)富綠(lv)(lv)(lv)色(se)保險(xian)服(fu)務體系(xi)。

三、健全多(duo)層(ceng)次普惠金融機構組(zu)織體系(xi)

(八)引導(dao)各類銀(yin)行(xing)(xing)機(ji)構(gou)堅(jian)守定(ding)位(wei)、良性(xing)競爭。推動各類銀(yin)行(xing)(xing)機(ji)構(gou)建(jian)立健全敢(gan)貸、愿貸、能貸、會貸的長(chang)效(xiao)機(ji)制(zhi)(zhi)。引導(dao)大(da)型銀(yin)行(xing)(xing)、股份制(zhi)(zhi)銀(yin)行(xing)(xing)進一步(bu)做(zuo)深做(zuo)實支持小微(wei)經營主體和鄉村振興的考核激勵、資源傾斜等(deng)內部機(ji)制(zhi)(zhi),完(wan)善分支機(ji)構(gou)普(pu)(pu)惠金融服務(wu)機(ji)制(zhi)(zhi)。推動地(di)方(fang)法人銀(yin)行(xing)(xing)堅(jian)持服務(wu)當地(di)定(ding)位(wei)、聚焦支農支小,完(wan)善專業(ye)(ye)化(hua)(hua)(hua)的普(pu)(pu)惠金融經營機(ji)制(zhi)(zhi),提升治理能力,改(gai)進服務(wu)方(fang)式。優化(hua)(hua)(hua)政策性(xing)、開發性(xing)銀(yin)行(xing)(xing)普(pu)(pu)惠金融領域(yu)轉貸款業(ye)(ye)務(wu)模(mo)式,提升精細(xi)化(hua)(hua)(hua)管理水平,探(tan)索(suo)合作銀(yin)行(xing)(xing)風(feng)險共擔機(ji)制(zhi)(zhi),立足職能定(ding)位(wei)穩(wen)妥開展小微(wei)企業(ye)(ye)等(deng)直(zhi)貸業(ye)(ye)務(wu)。

(九)發(fa)揮其(qi)他各(ge)類(lei)機(ji)構補充作用。發(fa)揮小(xiao)額貸款公(gong)司(si)(si)靈(ling)活(huo)(huo)、便捷、小(xiao)額、分散的優勢,突出消費金融(rong)公(gong)司(si)(si)專業(ye)化、特(te)色(se)化服(fu)(fu)務(wu)功能,提升(sheng)普惠(hui)金融(rong)服(fu)(fu)務(wu)效能。引導融(rong)資(zi)擔保機(ji)構擴大支(zhi)農支(zhi)小(xiao)業(ye)務(wu)規(gui)模,規(gui)范收費,降低門檻。支(zhi)持金融(rong)租賃(lin)、融(rong)資(zi)租賃(lin)公(gong)司(si)(si)助力小(xiao)微企業(ye)、涉農企業(ye)盤(pan)活(huo)(huo)設備資(zi)產(chan),推動實(shi)現創新升(sheng)級。引導商業(ye)保理(li)公(gong)司(si)(si)、典(dian)當行等地方金融(rong)組織專注(zhu)主業(ye),更好服(fu)(fu)務(wu)普惠(hui)金融(rong)重點(dian)領域。

四、完善高質量普(pu)惠(hui)保險體系(xi)

十、加強政策(ce)引導和治理協同

(二十六)優化普惠金融(rong)政策(ce)體系。發揮(hui)貨幣信貸政策(ce)、財稅政策(ce)、監管政策(ce)、產業政策(ce)等激勵約(yue)束作(zuo)用。根據經(jing)濟周期、宏觀環境動態(tai)調整政策(ce),區分(fen)短(duan)期激勵和長效(xiao)機(ji)制,完善短(duan)期政策(ce)平穩退出機(ji)制和長期政策(ce)評(ping)估反(fan)饋機(ji)制。加強部門間協同,推(tui)動各類政策(ce)考核標準互(hu)認互(hu)用。

(二十九(jiu))用(yong)好(hao)財稅政(zheng)策支(zhi)持工(gong)具(ju)。優(you)化財政(zheng)支(zhi)持普惠(hui)(hui)金融(rong)(rong)發(fa)展(zhan)政(zheng)策工(gong)具(ju),提高普惠(hui)(hui)金融(rong)(rong)發(fa)展(zhan)專項資(zi)金使(shi)用(yong)效(xiao)能(neng),實(shi)施中(zhong)央財政(zheng)支(zhi)持普惠(hui)(hui)金融(rong)(rong)發(fa)展(zhan)示范區獎補政(zheng)策。落(luo)實(shi)金融(rong)(rong)企業呆賬核(he)銷管理(li)制度(du),提高普惠(hui)(hui)金融(rong)(rong)領域不良貸(dai)款(kuan)處置效(xiao)率。落(luo)實(shi)小微企業、個(ge)體工(gong)商戶、農戶等普惠(hui)(hui)金融(rong)(rong)重點群體貸(dai)款(kuan)利息收入免征增值(zhi)稅政(zheng)策。

十一、優化普(pu)惠(hui)金融發展環境(jing)

(三十(shi)二)強(qiang)(qiang)化(hua)農(nong)(nong)村支(zhi)付(fu)環(huan)境和(he)社會信(xin)(xin)用(yong)環(huan)境建(jian)(jian)(jian)設(she)(she)。持續推(tui)進(jin)農(nong)(nong)村支(zhi)付(fu)環(huan)境建(jian)(jian)(jian)設(she)(she),鞏固規范銀行卡助農(nong)(nong)取款(kuan)服務(wu)。推(tui)動移動支(zhi)付(fu)等新興支(zhi)付(fu)方式普及應(ying)(ying)用(yong),引(yin)導移動支(zhi)付(fu)便民工(gong)程向(xiang)鄉(xiang)村下(xia)沉。暢通(tong)基層(ceng)黨政(zheng)組(zu)織、社會組(zu)織參(can)與(yu)信(xin)(xin)用(yong)環(huan)境建(jian)(jian)(jian)設(she)(she)途徑,結合鄉(xiang)村治理(li)開展農(nong)(nong)村信(xin)(xin)用(yong)體(ti)系建(jian)(jian)(jian)設(she)(she),擴(kuo)大農(nong)(nong)戶(hu)信(xin)(xin)用(yong)檔案覆蓋面和(he)應(ying)(ying)用(yong)場(chang)景。加快建(jian)(jian)(jian)設(she)(she)新型農(nong)(nong)業經營主(zhu)體(ti)信(xin)(xin)用(yong)體(ti)系。依法依規建(jian)(jian)(jian)立健全失信(xin)(xin)約束制度,加強(qiang)(qiang)信(xin)(xin)用(yong)教育,優化(hua)信(xin)(xin)用(yong)生態環(huan)境。

(三十三)優(you)化普惠金(jin)融(rong)風(feng)險(xian)分(fen)擔(dan)補償機(ji)制(zhi)。深化政府(fu)性(xing)(xing)(xing)融(rong)資(zi)擔(dan)保(bao)(bao)體(ti)系(xi)(xi)建(jian)設,落實(shi)政府(fu)性(xing)(xing)(xing)融(rong)資(zi)擔(dan)保(bao)(bao)機(ji)構績(ji)效評價(jia)機(ji)制(zhi),堅持(chi)保(bao)(bao)本微利原則(ze),強化支農(nong)支小(xiao)正向激勵。切(qie)實(shi)發揮(hui)國(guo)家融(rong)資(zi)擔(dan)保(bao)(bao)基金(jin)、全國(guo)農(nong)業信貸擔(dan)保(bao)(bao)體(ti)系(xi)(xi)和地(di)方政府(fu)性(xing)(xing)(xing)再(zai)擔(dan)保(bao)(bao)機(ji)構作用,推動銀擔(dan)“總(zong)對總(zong)”批量擔(dan)保(bao)(bao)業務合作,穩步擴大再(zai)擔(dan)保(bao)(bao)業務規模(mo)。鼓勵有(you)條件的地(di)方探索建(jian)立完善涉農(nong)貸款、小(xiao)微企業貸款風(feng)險(xian)補償機(ji)制(zhi)。

(三十四)加(jia)快推進融(rong)資登記基礎平臺(tai)建設(she)(she)。完(wan)善(shan)動(dong)(dong)產(chan)和(he)權利擔保統(tong)一登記制度(du),擴大動(dong)(dong)產(chan)融(rong)資統(tong)一登記公示系統(tong)建設(she)(she)應(ying)用。優化知識(shi)產(chan)權質押信息平臺(tai)功能,完(wan)善(shan)知識(shi)產(chan)權評估、登記、流轉體系。提升應(ying)收賬款融(rong)資服務(wu)(wu)(wu)平臺(tai)的服務(wu)(wu)(wu)質量和(he)效率。完(wan)善(shan)農村產(chan)權流轉、抵押、登記體制機(ji)制建設(she)(she)。繼續推動(dong)(dong)不動(dong)(dong)產(chan)登記向銀行業金融(rong)機(ji)構(gou)延(yan)伸服務(wu)(wu)(wu)網點,提供融(rong)資、轉貸(dai)、續貸(dai)、展期(qi)和(he)申請抵押登記一站式服務(wu)(wu)(wu)。

十二(er)、加強組織保障(zhang)

(三十(shi)五(wu))堅(jian)持和加強黨(dang)(dang)的(de)(de)全(quan)面領(ling)導(dao)。完善黨(dang)(dang)領(ling)導(dao)金融工作的(de)(de)制度體系,堅(jian)決(jue)貫徹落實(shi)(shi)黨(dang)(dang)中(zhong)央重大決(jue)策部(bu)署(shu),把黨(dang)(dang)的(de)(de)領(ling)導(dao)有效落實(shi)(shi)到(dao)推進普惠金融高質量發(fa)展的(de)(de)各(ge)(ge)(ge)領(ling)域各(ge)(ge)(ge)方面各(ge)(ge)(ge)環節。強化各(ge)(ge)(ge)級黨(dang)(dang)組織(zhi)作用,切實(shi)(shi)把黨(dang)(dang)的(de)(de)領(ling)導(dao)制度優勢轉化為(wei)治(zhi)理效能(neng)。深(shen)入推進全(quan)面從嚴治(zhi)黨(dang)(dang),堅(jian)決(jue)懲(cheng)治(zhi)金融腐敗,堅(jian)持不敢腐、不能(neng)腐、不想腐一體推進。健全(quan)地方黨(dang)(dang)政主要領(ling)導(dao)負責的(de)(de)財政金融風險處置機制。

(三十六)強(qiang)化(hua)監測(ce)評(ping)估。建(jian)立健全(quan)與(yu)高質(zhi)量(liang)發(fa)展(zhan)相適應的(de)(de)普惠(hui)金融(rong)指標體(ti)系,探索開展(zhan)以區(qu)域、機構等為對象(xiang)的(de)(de)普惠(hui)金融(rong)高質(zhi)量(liang)發(fa)展(zhan)評(ping)價評(ping)估。完(wan)善小(xiao)微企業(ye)、新型農業(ye)經營主體(ti)等融(rong)資(zi)狀(zhuang)(zhuang)況相關調查制度。深入(ru)開展(zhan)中小(xiao)微企業(ye)融(rong)資(zi)狀(zhuang)(zhuang)況監測(ce)評(ping)估。加(jia)大區(qu)域信(xin)用信(xin)息基礎設施建(jian)設考(kao)核力度。

(三十七)推(tui)(tui)進試點(dian)示范(fan)(fan)。深入推(tui)(tui)進普惠金(jin)(jin)(jin)融(rong)改革試驗區建設(she)。支持各地(di)開展金(jin)(jin)(jin)融(rong)服務鄉村振興等試點(dian)示范(fan)(fan)。在(zai)全(quan)面評估效(xiao)果基礎上(shang),積極穩妥推(tui)(tui)廣普惠金(jin)(jin)(jin)融(rong)業務數字化模式、“銀稅互動”等部(bu)門信用信息共(gong)享、區域性綜合(he)金(jin)(jin)(jin)融(rong)服務平(ping)臺等成(cheng)熟經(jing)驗,不斷探(tan)索(suo)形成(cheng)新經(jing)驗并推(tui)(tui)動落地(di)見效(xiao)。
